On 21 November, 2018 the new Draft Law on the Ukrainian Parliament Commissioner for Human Rights will be brought to open discussion. The new Law is designed to strengthen the capacities of the Commissioner’s office to solve systemic problems recurring in human rights area important for the Ukrainian society.
The main purpose of the new Law is to introduce changes that would ensure facilitating and promoting the good administrative behaviour; enhancing the overall effectiveness of complaint handling procedure by specifying, simplifying and harmonising legal rules; enhancing the efficiency of the investigations of the human rights violations; increasing the transparency and enhancing public confidence in the Institution; strengthening the Commissioner’s institution by establishing more clear and transparent relationships with the Parliament and the Judiciary; strengthening the territorial organization of the Commissioner’s office in Ukraine and its presence in the regions; ensuring financial independence of the Commissioner’s office.
The draft Law has been developed in collaboration of the EU Twinning experts and the representatives of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights. The event will bring together international experts, representatives of the Ukrainian Parliament, government institutions and civil society to discuss the proposed novelties.
